The
Board, in its 117th meeting, has revised the norms for establishment/operation
of stone
crushers with effect from 1st May 1998. Applications received
upto 30.4.1998 shall be
processed as per the site suitability criteria prevalent then.
1. NOC/Consent
to Establish:
1.1. Suitability
of site
N.O.C/Consent
to Establish shall be granted for a stone crusher only if the site
suitability
criteria (1.1.1 to 1.1.6) are satisfied. Otherwise the clearance shall
be
refused. Those who do not satisfy the criteria may be advised not to
apply so as to
avoid wastage of effort.
1.1.1.
To establish a crusher unit with a crushing capacity , 30 HP, the applicant
should own the site at least to an extent of 0.5 hectare. For
crusher unit with
crushing capacity > 30 HP, the applicant should own the site
at least to an
extent of 1 hectare. The capacities (HP) of the auxiliary unit
like screen,
conveyor etc. are not taken into account.
1.1.2. The
crusher unit should be located within the applicants own site providing
a
minimum distance of30 m in the case of crushers of capacity <
30 HP and
50 m in the case of crushers of capacity > 30 HP from the centre
of the
crusher unit to the boundary of the site.
1.1.3.
There should be a clear distance of 250 m from the center of the proposed
crusher unit to the periphery of the structure of any residence,
public building or
place of worship. There is no exemption for own buildings.
1.1.4. There
should be a clear distance of250 m from the center of the proposed
crusher to State or National Highway.
1.1.5.
There should be a minimum clear center to center distance of 500 m from
the
proposed crusher to existing crushers. Crushers of which NOC/Consent
to
Establish is already given but yet to start construction shall be considered
existing crushers for the purpose.
1.1.6.
Permanent source of adequate water supply (minimum 6000 l/day for
crushers of capacity < 30 HP and 10,000 l/day for those >30 HP)
has to be
identified at the site and specified in the NOC/Consent to Establish.
1.2.
Pollution control measures
1.2.1. Crushers,
classifiers, screens and other noise and or dust producing units
should
be housed in buildings with wall of minimum 23 m thickness and with
suitable
roofing. (In the light of this requirement, the requirement of wind
breaking
walls is deleted.
1.2.2. Dust
suppression system with water spray and sprinkling should be provided.
1.2.3. Dust
extraction of collection system should be provided at crushers, transfer
points, screens etc.
1.2.4. Water
storage facility of at least 2 days capacity should be provided.
1.2.5. The
roads inside the crusher premises should be tarred or concreted.
1.2.6. Facility
for regular cleaning and wetting of the ground should be provided.
1.2.7. Trees
of suitable species should be planted to develop a green belt within
and
along the boundary of the premises.
1.2.8. The
crusher should not be operated between 6.00 p.m. and 6.00 a.m.
1.3. Standards
The
following standards shall be specified in the NOC/Consent to Establish.
The
standards may be made more stringent in deserving cases.
1.3.1.
The suspended particulate matter in ambient air at 40m from the centre
of
the crusher should not exceed 600 mg/m3.
1.3.2. The sound level (Leq) at 1 m outside
the boundary of the site should not
exceed 55dB(A).
1.4. General:
1.4.1.
The capacity (HP) of the crusher (total and of crushing units) and
production
capacity (“t/month’) should be specified in the NOC/Consent to
Establish.
1.4.2.
A sign board showing the name of the crusher and its capacity should
be
displayed at the entrance of the site.
1.4.3.
The validity of NOC/Consent to Establish shall be for a period of two
years
from the date of issue. At the end of the validity period of the construction
is
in
progress the same may be renewed based on application received for
renewal of the consent. If construction is yet to be started, the applicant
may apply afresh for NOC/Consent to Establish and the same shall be
considered on the basis of the situation prevalent then.
2.
Consent to Operate:
2.1.
In the case of new crushers, Consent to Operate shall be issued only
if the
applicant has provided measures, to comply with conditions of NOC/Consent
to Establish.
2.2.
In the case of existing crusher, consent to operate will be issued/renewed
only
if the requirements under 1.2 are satisfied or facilities therefore
are provided.
A compliance time upto 30.4.1999 shall be allowable for satisfying
requirements under 1.2.1.
2.3.
Consent to operate will be issued only for the capacity stated in the
NOC/Consent to establish.
2.4.
For expansion of capacity, application has to be made for ‘consent to
establish’. Expansion will not be allowed for crushers not meeting the
requirements
under 1.1.

1.

Crushers,

having capacity below 30 HP, one of the four 23 cm thick wall
enclosing crusher shall be constructed as displaced wall with
a clearance up to 2 m from the mouth of other 3 walls.
The
displaced wall shall have
1
m overlap on both sides and with roof.
Use
of hollow blocks is not permitted.

i.
Enclosures of long belt conveyors leading from feed hoppers
to the crusher shall not be insisted upon.
ii.
Relaxation grated vide circular dated 23.9.2000 to crushers
having capacity below 30 HP shall be extended to 30 HP also.
